This swagged valance is made up with two swags. To finish the top of the valance a envelope is added, velcro is also added at the edge of the envelope, to assist installation to the pelmet board. It is a choice if you which to interlined swagged valance, it gives extra body and weight makes the valance drape into soft, rounded folds.
